The study reported here (Part D) presents the recommendations for the measures of Annexes II and III of the Nitrates Directive. These recommendations have been made specific for the various pedo-climatic (sub) zones in the European Union. Pedo-climatic zones have specific ranges for crop growth potential, surface runoff risk potential and leaching risk potentials. Pedo-climatic zones are based on climate, landform and soil type characteristics. In line with the context of the Nitrates Directive, i.e. prevention and reduction of pollution of groundwater and surface waters by nitrates from agriculture and decreasing eutrophication , three general (main) criteria for the pedo-climatic zoning have been defined: -Crop growth potential. -Surface runoff of N and P to surface waters, which may lead to eutrophication. -Downward leaching of N from agricultural sources, which directly leads to groundwater pollution by nitrates and indirectly also to pollution and eutrophication of surface waters.
