Under revised RED and Emergency Regulation and development of permitting-related Key Performance Indicators (KPIs)

This study seeks to assess Member States’ implementation of the Council Regulation (EU) 2022/2577 laying down a framework to accelerate the deployment of renewable energy and of its prolongation (Council Regulation (EU) 2024/223), of some of the permitting provisions of the revised Renewable Energy Directive (RED), and quantify the impact of these measures in accelerating the permit-granting procedures for renewable energy projects. Additionally, the study examines Member States' use of key performance indicators (KPIs) to monitor progress in accelerating permit-granting procedures for renewable energy projects and actual deployment of renewable energy projects. Through the analysis of existing and planned KPIs, accompanied by literature review and interviews with relevant stakeholders, the study proposes a list of KPIs to effectively track progress
