HomeA place-based approach to strengthening the EU chemicals industry in regions and cities

The EU chemicals industry is facing significant competitiveness challenges, driven by a combination of structural and external pressures, including high energy and production costs, lack of investment, a declining share in global markets, increased reliance on imports and evolving international trade dynamics. This study assesses the European Chemicals Industry Action Plan, which seeks to strengthen the sector’s competitiveness, sustainability, and resilience and its impact on the sector in EU regions and cities. It provides an overview of the current state of play, identifies key challenges and opportunities to enhance the sector, and examines the role of the newly established Critical Chemicals Alliance as an instrument to support these objectives. The study adopts a place‑based approach, assessing the successful implementation of the action plan while embedding local and regional actors at the core of its delivery.
