I. This Annual Report on Human Resources and Staffing Policy of the General Secretariat is submitted to the Bureau by the Secretary-General in accordance with Rule 71 of the implementing provisions of the Committee's Rules of Procedure. This is the seventh report in a series which began in 2011. In accordance with paragraph C of these implementing provisions, "this report shall deal in particular with the establishment plan of the secretariat, the policy for recruiting officials and other staff and social policy, including equal opportunities". II. It is made up of two parts: - the first part provides essential statistical information concerning staff, in terms of number, category and assignment, in some cases highlighting the specific situation in each directorate; - the second part deals with staff policy, in the following three areas: - steering processes which – upstream – determine the general orientation of staff policy and – downstream – make it possible to obtain and process reliable and relevant data; - the core processes which form the basis of the EESC's HR activity - such as recruitment, performance evaluation, career management and learning & development, and of the EESC's HR environment, including factors such as working conditions and pay, social policy and equal opportunities; - support processes, which are constantly changing, and which are the background for HR activity, based on specialised and professional staff, active social dialogue, a sound and binding legal framework and an approach geared towards forward thinking and innovation. III. The data mainly concern the period 1 January 2016 – 31 December 2016. On occasion, reference is made to previous (historical) figures and external situations (benchmarking) in order to put the data relating to the situation at the EESC in 2016 into perspective. In certain cases, it was deemed appropriate to include certain significant data available in the first few months of 2017 (recent initiatives, most recent developments on the institutional scene, etc).
