This study aims to assess the criminal law protection of EU financial interests against conduct involving irregularities in EU funds – including fraud, embezzlement, corruption and money laundering – in all EU Member States. The study covers areas where Member States implement the budget (agricultural policy, cohesion policy and pre-accession funds), including the collection of the EU’s traditional own resources. Specifically, this report: - documents the possible causes of illegal activities related to EU funds rooted in deficiencies of substantive criminal law in the EU; and - assesses alternative policy options and proposals (in relation to substantive criminal law only) for addressing these deficiencies according to the option’s impact on the overall policy objectives.
