The role of local authorities in addressing social disparities

This study provides a critical analysis of the competences of local authorities, their instruments and their role in addressing social disparities. It presents an overall description of the variety of local authority structures across the EU and then looks closely at how those authorities deal with specific policy challenges. This research is illustrated by case studies of 13 different local
authorities, their challenges, priorities, approaches, and requirements. The paper seeks to identify common factors leading to the success or failure of these approaches, and suggests possible solutions.
