The European Commission is required to take action over the ‘dormant’ fishing agreement between the EU and the Republic of The Gambia (hereafter The Gambia). The old agreement was signed in 1987, with the last Protocol expiring in 1996. Action over the dormant nature of the agreement could involve denouncing it or proposing to negotiate a new Sustainable Fisheries Partnership Agreement SFPA)/Protocol. This ex ante evaluation was carried out in accordance with both the EU Financial Regulation and its Rules of Application and the European Commission's Better Regulation Guidelines and “Toolbox”. A wide range of stakeholders in both the EU and The Gambia were consulted, the former largely using questionnaires with responses provided by email, and the latter through a field mission to The Gambia. A large body of relevant secondary data was also reviewed.
