HomePreparatory study for a Commission report on the market conditions relating to and implementation of Council Directive 80/181/EEC on the approximation of the laws of the Member States relating to units of measurement

This study explored and provided critical analysis into five key issues related to the implementation of Directive 80/181/EEC on units of measurement (UMD). The study assessed through desk research how market conditions relevant for the UMD evolved since 2009 (1). The study examined whether the current supplementary indications and exemptions defined in the UMD are still relevant to current market conditions (2), and explored whether technical innovations that influenced the development of the metric system affect the UMD’s implementation (3). The study also considered technical barriers to global trade, particularly to EU-US trade (4), as well as the use of the metric system in the candidate countries and potential changes resulting from the UK’s withdrawal from the EU (5). The research findings show that the UMD corresponds to the needs of both consumers and industry, and therefore no changes to the Directive are necessary. Although technological innovations in terms of units of measurement highlighted the need to periodically revisit and update existing units of measurement and to standardise in the future some measurement units not currently mentioned in the UMD, all interviewees agreed that the UMD is currently aligned with the latest technological developments. The supplementary indications and exemptions defined in the UMD seem to remain relevant and the Directive does not represent a barrier to trade with third countries. There is therefore no current need to revise or extend the scope of the Directive.
