This study provides an analysis of the results of a public consultation launched by DG Regional and Urban Policy – from July to September 2020 – with the objective of defining the constituent features of a new Interregional Innovation Investments initiative (I3) aimed at fostering value chains across EU regions, based on smart specialisation strategies. Overall, 153 questionnaires and 35 position papers were collected and analysed. According to respondents, I3 should be characterised as follows: (i) bottom-up process of identification of thematic priorities; (ii) centred on demonstration activities – supported through grants; (iii) based on the commitment of the private sector and SMEs in particular; (iv) equal access to more and less developed regions with adequate support to capacity building; (v) central management by the European Commission but decisive role of regions; (vi) simple and transparent procedures, published work programme and regular calls. A series of specific conditions should be respected to ensure the effectiveness of this new instrument. They concern a two stages selection process of thematic areas, an inclusive governance system, specific eligibility conditions and selection criteria, the need for advisory support, and a precise positioning with respect to existing support schemes in order to foster synergies and avoid overlaps.
