This study provides factual evidence for and support of the final evaluation of ENIAC and ARTEMIS JUs, as well as of the interim evaluation of ECSEL JU. Evidence on achievements and effectiveness of ENIAC and ARTEMIS JUs with respect to the implementation of research agenda and impact, the participation and funding in projects, mobilising and pooling efforts to increase investments, synergy and
coordination of European R&D including Eureka, and involvement of SMEs are presented. Furthermore, the openness, transparency and effectiveness of the transition to ECSEL are examined.
