The European Health and Digital Executive Agency commissioned this project, in accordance with the EU4Health 2022 work programme, to examine healthcare access for persons with disabilities across the European Union Member States, Iceland and Norway. The research emerged from recognition that despite established legal frameworks, including the UN Convention on the Rights of Persons with Disabilities ratified by the EU and all Member States, significant disparities persist in healthcare access for persons with disabilities. The COVID-19 pandemic highlighted existing vulnerabilities for persons with disabilities, which underscored the importance of ensuring equitable healthcare access in routine service delivery and in emergency situations. A need for guidelines in this area is highlighted in the 2030 European Strategy on the Rights of persons with disabilities.
