This Final Implementation Report presents the activities conducted under Framework Contract HADEA/2022/OP/0012, in the context of Specific Contract No HADEA 2023 P1 05 “Training on management of medical countermeasures for preparedness and response to cross border health threats”. The project, executed from April 2024 to November 2025 by Intellera Consulting, empirica, and cecoforma, provided comprehensive support services to the European Health and Digital Executive Agency (HaDEA) and the Health Emergency Preparedness and Response Authority (HERA). The Report presents the outcomes of the training programme, conducted under the Assignment, offering a structured overview of the nine sessions delivered. It includes both a descriptive summary and an analysis of their effectiveness, and participation. The programme was designed to strengthen Member States’ (MS) preparedness and response capacities in relation to medical countermeasures (MCMs), crisis coordination mechanisms, and stockpiling operations. Each training was developed through thematic scoping, expert consultation, and iterative agenda design to ensure technical accuracy and alignment with evolving priorities. The first part of the Report provides a session-by-session overview, supported by a summary table detailing key aspects such as dates, locations, topics, target audiences, participation figures, and satisfaction scores. The second section examines participation trends, and evaluation results. It draws on survey data and qualitative feedback to highlight strengths – such as content relevance and networking opportunities – as well as areas for improvement, including aligning participant profiles with session objectives and expanding practical, scenario-based components. Taken together, the findings provide a comprehensive view of the outreach and impact of the training programme. The lessons learned captured in this Report are intended to inform the design of future training activities, ensuring they are even more targeted, operational, and effectively aligned with the needs and expectations of Member States and stakeholders across the MCM preparedness and response landscape
