Guidelines for application of common criteria to identify agricultural areas with natural handicaps ('Intermediate less favoured areas')

This document provides guidelines for mapping the proposed common soil, climate and terrain criteria for agricultural areas with natural handicaps, as set out in the Communication COM(2009)161 of 21 April 2009, “Towards a better targeting of the aid to farmers in areas with natural handicaps”. The guidelines are written for a scientific and technical officer in the Member State administrations in charge of testing the common bio-physical criteria for the delimitation of areas under Article 50(3) a. of Regulation (EC) No 1698/2005 (replacing the so-called “intermediate” Less Favoured Areas). They have been prepared by the Joint Research Centre as part of the technical support to Directorate General Agriculture and Rural Development on the redefinition of the “intermediate” Less Favoured Areas. The Guidelines provide information and explanation on how to apply the common bio-physical criteria for the Member States. For each criterion its definition, agronomic importance, threshold and description on how to assess the criteria are provided. Finally, ways of aggregating the classified agricultural areas with natural handicaps are provided. The guidelines draw on the experience from meetings with Member States and application of the common bio-physical criteria on a pan-European level.
