  This study is situated in the wider policy and legal context of Directive 2011/36/EU on preventing and combating trafficking in human beings and protecting its victims and the European Union (EU) strategy towards the eradication of trafficking in human beings 2012-2016 (EU anti-trafficking strategy). The study addresses four objectives: 1. To conduct a comprehensive review of European Commission (EC) funded anti-trafficking projects so as to enhance coordination, avoid duplication and provide a solid basis for coherent, cost-effective and strategic planning, including potentially for the further development of anti-trafficking policies at EU level, thereby supporting the dual aims of enhanced coordination and cooperation among key actors and policy coherence. 2. To map and analyse the distribution of EC-funded anti-trafficking projects according to their scope of intervention, geographic areas of intervention, fields, actors, target beneficiaries, funding level, types of output, policy recommendations and other relevant aspects. 3. To identify and assess the common, unique or complementary contribution of the impact and results of these funded projects to the objectives of the EU anti-trafficking strategy, including whether their contribution has yet been taken into account. 4. To identify trends and emerging research and policy questions.

  The evaluation covers the period 2014-2016, focusing on the implementation of the GNSS and GSA regulations, which entered into force respectively in December 2013 and April 2014. The evaluation covers the progress made at the level of space and ground segments deployment, system operations, services provision and downstream market development against four evaluation criteria (effectiveness, efficiency, coherence, EU Added Value), as well as a specific evaluation of the GSA performance. Both programmes have achieved the major milestones set for the evaluation period (e.g. declaration of initial services and utilisation of Ariane V launcher for Galileo and declaration of LPV-200 services level for EGNOS) with no budget overruns. Flags have been raised concerning the implementation of the security requirements for both programmes, and the non-optimal arrangement of the governance with the three main actors operating out of their comfort zone. GSA has achieved important objectives for the progress of the European GNSS, with both the EC and EU Member States sharing a positive opinion on its results. Nevertheless, the Agency faces some issues, in particular related to its difficulty to hire appropriate profiles in terms of seniority and expertise.

  The necessity for the project arose due to illegal waste dumping taking place in the ravine of Kouroupitos on the island of Crete. Non-compliance with European law by Greek authorities led to the condemnation of Greece by the European Court of Justice and to the imposition of heavy fines. Under this pressure and due to negative publicity, the Greek Authorities in September 2000 submitted to the European Commission, DG Regional Policy, an application for financing of a project for the construction of solid waste management and recycling facilities. The objectives of building the Solid Waste Recycling, Composting Plant and a new landfill site were to collect and treat waste produced by the Municipalities of Chania, Akrotiri, Souda, Keramies, Eleftherios Venizelos, Therisos, Kydonia, Platania and Mousouri. In addition, excess capacity of the plant was likely to offer the possibility of serving the entire Prefecture of Chania. Population served: approximately 110,000 inhabitants. Chania is the largest city in the area with a population of approximately 50,000 people. The total investment comprised a solid waste recycling facility, a composting facility, a new landfill consisting of two cells and a biological treatment facility.

  Member States implement a large part of the EU’s rural development policy by providing grants towards the costs of investments and other projects undertaken by farmers, rural businesses, associations and local authorities. The Court found that some Member States had poorly designed systems for checking that the costs of these grants were reasonable. Workable and cost-effective approaches existed but were not widely followed. The Court outlines good practices found in the course of its audit, and concludes that there is considerable scope for making real savings in rural development project grants in the 2014–20 period by applying these good practices.
