  The 2019 FRA Opinion has two parts. The first part focuses on the reception conditions in Greece. Given persistent challenges to address serious gaps, it tries to explain some of the underlying reasons why existing fundamental rights gaps, in particular those related to sub-standard reception conditions on the Eastern Aegean islands, are difficult to address in spite of all genuine efforts by national, European and international actors. The second part follows the same five thematic headings of the 2016 FRA Opinion, adjusting some section and opinion headings to facilitate reading. For each of the five thematic sections, FRA compares the situation in November 2016 with that in February 2019, looking at each of the 21 individual FRA opinions. This part covers Greece and Italy. Illustrative boxes in light red provide examples of fundamental rights gaps and boxes in green promising practices.

  All EU Member States are bound by the United Nations Child Rights Convention (CRC) and the EU’s Fundamental Rights Charter, including Article 24 on the Rights of the Child. The Child Rights Convention celebrates its 30th anniversary in 2019, while the Charter marks its 10th anniversary. They both oblige EU bodies and its Member States to uphold a child’s right to protection and participation, so children can freely express their views – and that those views matter. In all actions aimed at children, their best interests are the primary consideration. FRA supports EU institutions and Member States in complying with these obligations. That includes delivering evidence-based advice and capacity building. This brochure raises awareness about FRA’s work on child rights in Europe. Signposting relevant reports and practical tools, it is a resource and reference point for your own work upholding child rights.

  This study, commissioned by the European Parliament’s Policy Department for Citizens' Rights and Constitutional Affairs at the request of the Committee on Women’s Rights and Gender Equality, explores the working conditions of migrant women in agriculture in the EU, focusing on some case studies in Italy and Spain. In particular, it aims to examine the factors that render women vulnerable to exploitation, paying attention to gendered dynamics and power relations. The study contends that to prevent and combat exploitation in agriculture it is necessary to implement concerted actions aimed at tackling, from a human rights and gender perspective, the structural factors of a socio-economic system which fosters and relies on workers’ vulnerability.

  This study is situated in the wider policy and legal context of Directive 2011/36/EU on preventing and combating trafficking in human beings and protecting its victims and the European Union (EU) strategy towards the eradication of trafficking in human beings 2012-2016 (EU anti-trafficking strategy). The study addresses four objectives: 1. To conduct a comprehensive review of European Commission (EC) funded anti-trafficking projects so as to enhance coordination, avoid duplication and provide a solid basis for coherent, cost-effective and strategic planning, including potentially for the further development of anti-trafficking policies at EU level, thereby supporting the dual aims of enhanced coordination and cooperation among key actors and policy coherence. 2. To map and analyse the distribution of EC-funded anti-trafficking projects according to their scope of intervention, geographic areas of intervention, fields, actors, target beneficiaries, funding level, types of output, policy recommendations and other relevant aspects. 3. To identify and assess the common, unique or complementary contribution of the impact and results of these funded projects to the objectives of the EU anti-trafficking strategy, including whether their contribution has yet been taken into account. 4. To identify trends and emerging research and policy questions.
