  FRA’s second survey on discrimination and hate crime against Jews in EU Member States surveyed over 16 000 self-identified Jewish respondents in 12 EU Member States: Austria, Belgium, Denmark, France, Germany, Hungary, Italy, the Netherlands, Poland, Spain, Sweden, and the United Kingdom. This technical report presents a detailed overview of the survey methodology used by FRA when collecting the survey data. The survey provides comparable data on the perceived extent and nature of antisemitism across a number of selected EU Member States, whether it is manifested as hate crime, hate speech, discrimination or in any other form that undermines Jewish people’s feelings of safety and security. The survey collected data through an open (opt-in) online survey, which was open for respondents to complete for 7 weeks in May and June 2018. The survey was designed to be accessible to all eligible participants, i.e. those self-identifying as Jews — based on religion, culture, upbringing, ethnicity, parentage or any other reason — aged 16 or over and resident in one of the survey countries. The questionnaire could be accessed via an open web link that was publicised on the FRA website, via Jewish organisations, Jewish media outlets and social networks. The content of FRA’s second survey on discrimination and hate crime against Jews builds strongly on the experience and methodology developed for the first, 2012 FRA survey on discrimination and hate crime against Jews (which covered eight EU Member States) and on stakeholder and expert consultation carried out in spring 2017.

  The region of Podlaskie (Voivodeship) is peripherally situated in the north-eastern part of Poland, at the outer border of the European Union (bordering Belarus and Lithuania). This location has a definite influence on the region’s perspectives for economic development. Being located on the transport routes linking the Baltic States with Western Europe opens up opportunities for developing export and tourism. However, the Schengen zone boundary limits the free movement of people and flows of trade. The area of the Region is 20,187 km2 (6.5% of the area of entire Poland). The population number in the region is approximately 1,2 million. While it is a region with rich natural assets and the highest ethnic diversification in Poland (multi-cultural and multi-ethnic), it is among the regions with the lowest levels of economic development in Poland. An essential rationale for ERDF intervention in tourism in Podlaskie is the unused potential of natural assets of the region. High importance should also be assigned to the insufficient number and poor condition of infrastructure; the underutilised `border` factor for the creation and development of new products; weak development of accommodation facilities; strong seasonality; and poor brand recognition. The unused cultural potential of Podlaskie represents another problem. Among the reasons for intervention in culture one should point out the poor state of the majority of cultural objects and the fact that they do not match the expectation or demands of potential users; whereas culture should be perceived as a driver for tourism. The primary instrument for realising the objectives of the Regional Development Strategy in the area of utilising the tourist and cultural potential of the region was the Regional Operational Program (ROP) of the Podlaskie Voivodeship (Region) for the period 2007-2013. Resources for tourism and culture were concentrated mainly in the III Priority Axis Tourism and Culture Development, and VI Axis Social Infrastructure Development. These represented the total programme allocations.
