  Task 4 report complements the regulatory analysis in Tasks 1 - 3 with 11 in-depth market case studies assessing the economic development of the collaborative short-term rental platforms. The following 11 cities were under consideration: Athens, Amsterdam, Barcelona, Berlin, Brussels, Florence, Lisbon, London, Paris, Prague and Stockholm. The case study findings were cross-analysed in the present report and complemented with pan-European data to identify more wider trends. Task 4 report provides data and identify trends in the development of collaborative accommodation platforms by assessing their impacts on the local short- and long-term housing availability, the local tourism sector, and the local community. These impacts have been measured with a series of indicators, which have been collected through EU-level interviews with collaborative platforms and experts, desk research, and city-level interviews with local stakeholders. In this study, collaborative accommodation platforms include peer-to-peer (P2P) short-term rental platforms and home exchange platforms.

  Across the European Union (EU), data indicates that there are still significant, growing and multifaceted socio-economic gaps between people with a migrant background and mainstream society. At the same time, failure to realise the potential of people with a migrant background, including the most marginalised, represents a considerable waste of resources, both for the individuals concerned and more generally for the EU economy and society. The European Commission is continuing to look at practical ways to assist Member States when it comes to further integrating people with a migrant background. In this respect, Member States have several EU funds at their disposal. These include funding instruments under shared management, including the European Structural and Investment Funds (ESIF) and the Asylum, Migration and Integration Fund (AMIF), and under direct management, for example, the EU programme for Employment and Social Innovation, Rights, Equality and Citizenship programme, the Health for Growth programme etc. Based on the operational lessons learnt in the past few years, this toolkit aims to support national and regional funding authorities in reinforcing synergies between EU funds under shared management when implementing integration policies via interventions which place the needs of the final beneficiaries at the centre of the support: For the EU funds to best respond to these challenges, a number of steps should be followed: - First, it is essential that evidenced-based national/local strategic policy frameworks are in place. - Secondly, in case Member States and/or regional authorities decide to use EU funds for people with a migrant background, the interventions should be in line with these strategic policy frameworks. - Thirdly, the overlaps between the EU funding instruments call for a reinforcement of the coordination mechanisms and synergies among the EU funds. The measures designed by the funding authorities, for instance in the programmes and calls for proposals, aimed at integrating people with a migrant background should take into account the following principles: non-discrimination, gender equality, individualising the response to needs, empowerment, integrated approach, long-term perspective, and contingency measures. In order to further assist national and regional authorities, the toolkit identifies areas where people with a migrant background are considered to face the most pressing and acute challenges. They are addressed through scenarios on employment, education, housing, reception and access to basic mainstream services. The scenarios describe the challenges at stake and the corresponding measures which can be supported by EU funds in these fields.

  The report describes various types of networks in Afghanistan and the significance of these networks for individuals and families be it during displacement, or for reintegration after return from abroad or after internal displacement within the country. More than six million Afghans have returned to their country since 2001, primarily from the neighbouring areas of Iran and Pakistan. The majority of those who have returned have settled in urban areas, primarily the large cities, and not in their original home areas. Many Afghans currently still live outside the country’s borders, and some of them return to their native country, either voluntarily or under duress. The report discusses which networks Afghans usually have available to them, and the help and support they can rely on from their networks.

  The huge literature on the causes of the persistent weakness in inflation in the euro area has not identified one single key factor. Moreover, inflation has also been lower than expected in many advanced countries. Low inflation expectations seem to have played an important role in reducing wage demand, both in the US and the euro area; but a residual output gap also contributes. The concerns about low inflation seem overblown. The HICP (Harmonized Index of Consumer Prices) used to measure inflation in the euro area differs from the indices used in most advanced countries in that it does not account for the cost of owner occupied housing. This omission has a considerable impact on measured inflation and can explain most of the difference between inflation in the US and in the euro area. If the HICP were to incorporate the available estimates of inflation in owner occupied housing, measured inflation would be close to 2 %.
