  METIS is an on-going project initiated by DG ENER for the development of an energy modelling software, with the aim to further support DG ENER’s evidence-based policy making, especially in the areas of electricity and gas. The software is developed by Artelys with the support of IAEW (RWTH Aachen University), ConGas and Frontier Economics as part of Horizons 2020 and is closely followed by DG ENER. Two versions have been already delivered at the DG ENER premises. The intention is to provide DG ENER with an in-house tool that can quickly provide insights and robust answers to complex economic and energy related questions, focusing on the short-term operation of the energy system and markets. METIS was used, along with PRIMES, in the impact assessment of the Market Design Initiative. This document presents the main assumptions used for METIS power market module. After a quick overview of METIS main characteristics in Section 0, Section Error! Reference source not found. describes how energy assets are modelled, with a particular focus on reserve procurement. Section 3 describes the main methodology used for day-ahead and intraday market modelling, then Section 0 focuses on the balancing market.

  The last few years have witnessed a wealth of studies, reports and assessments being published in many EU member states, by national and international organisations and in the research community on economic, environmental and human health related aspects of unconventional oil and gas exploration and production. Many research and development initiatives are also underway. This report attempts to provide a survey of several of such studies and initiatives, with a focus on the years 2015, 2016 and early 2017. Principally, reports and studies from public bodies and scientific institutes were covered. Additionally, several papers published in peer-reviewed journals were included. A review of the quality of the studies covered, the accuracy of their claims and their possible limitations was not carried out. This report is therefore only meant to provide a compilation of their summaries, without any endorsement of the findings reported in any of the studies and assessments covered in the report.

  Despite existing public support programmes, many PCIs in energy infrastructure are still delayed because of obstacles in financing. Many projects are not reaching the bankability stage. Both investment volumes and project complexity often exceed the capacities of the involved transmission system operators (TSOs). For this study, four electricity and gas TSOs were selected to receive support in mastering their PCI-related financing challenges. Furthermore, we assessed whether EU instruments, in particular those under the Connecting Europe Facility (CEF) and the European Fund for Strategic Investment (EFSI), are sufficient to ensure the timely realisation of financially challenged PCIs. The results presented in this study provide practical insights for all TSOs with a high volume of PCI-related investment, limited financing capacity or limited experience with public financial instruments.

  This study examines whether EU competition policy enforcement has led to stronger competition in European gas and electricity markets and hence lower prices, higher investment and improved productivity. Specifically, the study analyses the impact of competition policy enforcement on shortrun measures of intensity of competition such as profit elasticity and productivity dispersion (at sectorcountry level); and medium and long-term competitive outcomes such as investment and productivity (at firm-sector-country level). The main result of this analysis is that EU merger policy enforcement is consistently and significantly related to better market outcomes, especially in low-regulated markets. The impacts of the EU’s anti-trust enforcement and state aid control on the other hand, are not statistically significant. The study also empirically evaluates the price effects of two individual competition policy enforcement cases using the Difference-in-Differences (DiD) approach. The first case study analyses the impact of the Commission’s case against E.ON (2008) for its alleged abuse of dominant position in the German wholesale electricity market. Specifically, this case study examines the impact of the Commission’s Decision on wholesale electricity prices, using daily data on peak and off-peak prices from the European Energy Exchange (EEX). The results show that the Commission’s Decision, by affecting competition in the EEX, led to a reduction in wholesale electricity prices in Germany. To determine whether wholesale price reductions were eventually passed on to consumers by electricity suppliers, we further analysed retail electricity prices using highly disaggregated data (monthly data at zip code level) purchased from the German price comparison website Verivox. The results suggest that the Commission’s Decision – by reducing market power upstream and thereby lowering wholesale prices – might have also contributed to reducing prices downstream. The second case study examines the price effects of the Gaz de France (GDF)-Suez merger, approved by the European Commission in November 2006. The results show that the merger and associated remedies had a significant downward impact on wholesale gas prices at the Zeebrugge Hub in Belgium. This could suggest that the remedies were effective in limiting the potential anticompetitive effects of the merger.

  Article 13 of the TEN-E regulation sets out that if a project promoter incurs higher risks for the development, construction, operation or maintenance of a project of common interest (PCI) than comparable investments, and the project’s net positive impact is confirmed by cost-benefit analysis (CBA), then appropriate incentives shall be granted. PCIs can be generally described as major energy infrastructure projects that contribute to the timely development and interoperability of European energy networks. As a consequence, PCIs are typically cross-border projects, meaning that they involve investments in multiple countries or their benefits will accrue to multiple countries. (Part of) PCIs’ benefits will regularly consist of increased security of supply or increased competition in supply, and may therefore be difficult to internalize. Finally, PCIs may be technologically challenging, for instance electricity network investments to connect off-shore wind farms. Given this background, the EC has asked AF-Mercados EMI and REF-E to look into possible risks and existing incentive and regulatory frameworks. We have investigated how specific features of PCIs impact the risks faced by project promoters, and may therefore justify special regulatory treatments. This risk dimension is crucial as it may significantly impact the financing cost of the project and thereby the project’s viability. We have also investigated potential regulatory incentives or measures to either reduce the project promoter’s risk or efficiently reward the project promoter for bearing the risk. In particular, we have been asked by the EC to conduct the following four tasks: 1. Take an inventory of possible risks; 2. Identify a common methodology or criteria to establish whether a PCI faces higher risks than comparable investments; 3. Identify best-practices for regulatory incentives; and 4. Make recommendations for guidelines.
