The European Commission is undertaking an evaluation of the River Information Services (RIS) Directive 2005/44/EC. This study, by Ramboll Management Consulting and the University of Antwerp, presents an analytically robust ex-post assessment of the Directive. It forms part of the evidence base of the Commission’s evaluation. The study has looked into the Directive’s actual effectiveness, efficiency, coherence, relevance and EU added value, covering the period of 2005 to 2018 and the countries to which it applied. Qualitative and some quantitative results show that the RIS Directive has been largely successful in introducing common technical standards and encouraging cross-border cooperation, although some key challenges around the quality of the provided services and the speed of revision and provision of technical specifications and their regulation remain. There are indications that the Directive has at least in part had a positive impact on establishing harmonised and interoperable RIS whilst costs associated with the RIS Directive seem to be proportionate to the benefits achieved. Evidence is mixed with respect to the Directive’s contribution to the achievement of its general objectives (increasing the competitiveness, the use of existing infrastructure, safety and security and the environmental friendliness of the inland navigation sector). No statistically significant effect on sectoral growth could be found. A robust attribution of an observed decrease in fuel consumption to the Directive has not been possible. Despite the absence of reliable accident data, however, a clear positive effect on perceived safety could be established.
