Spotlight on the recovery plan for Europe

All EU countries have been hit by the COVID-19 pandemic; some with a sad toll on human lives, others mainly due to the fallout in vital industries, the labour market situation or another specific reason. The extent and nature of the crisis in various parts of the EU is linked to many factors. To prevent differences in the Member States´ economic recovery and distortions in the single market, a cohesive European approach is needed. Highlighting this need for a joint response, the European Commission proposed a new recovery instrument called #NextGenerationEU on 27 May. The Council has already started analysing and assessing the proposal.

With a value of EUR 750 billion and combined with a reinforced long-term EU budget of EUR 1.1 trillion, Next Generation EU contributes to a total financial firepower of EUR 1.85 trillion intended to be used on economic recovery, investment, reform and a joint response to the asymmetrical crisis. ʻNext Generation EU will invest in repairing our social fabric, protect our single market, help rebalance balance sheets across Europe. And while we are doing this, we need to press fast-forward towards a green, digital and resilient future’, said President von der Leyen, presenting the recovery plan for Europe.

Another important part of the plan is learning the lessons of the crisis and addressing Europe’s strategic challenges. In this direction, the #EU4health programme will invest EUR 9.4 billion to strengthen the EU’s preparedness for major cross-border health threats and increase the resilience of health systems with respect to epidemics and other long-term challenges.

Life dissatisfaction and anxiety in COVID-19 pandemic

The rising numbers of COVID-19 cases and deaths, prolonged lockdowns, substantial restrictions on public life and an economic downturn all negatively affect personal well-being. This study explores COVID-19-related determinants of life dissatisfaction and feelings of anxiety and comes up with some interesting findings. To do so, it uses data collected from 23 March to 30 April 2020 in 25 advanced and developing countries from four continents.

Who is prepared for the new digital age?

Evidence from the EIB investment survey

This report of the European Investment Bank elaborates on what survey data suggest to be the key issues for firms when it comes to the adoption of digital technologies. It highlights how access to management, skilled labour and the regulatory environment affect the digitalisation of European as well as United States firms. Further, it attempts to find out which framework conditions are needed in the European Union to unlock the benefits of future digitalisation. The analysis is followed by assessments for each European country.

Eurojust annual report 2019

The European Union Agency for Criminal Justice Cooperation (Eurojust) supports and strengthens coordination and cooperation between national investigating and prosecuting authorities in cases of serious crime. Its annual report for 2019 shows that prosecutors from across the European Union and beyond turned to Eurojust for assistance in nearly 8 000 cross-border criminal investigations, an increase of 17 % compared with 2018. Using infographics, case descriptions and other tools, this report presents many more interesting findings.

Demographics and the natural real interest rate

Historical and projected paths for the euro area

This paper employs an aggregate representation of an overlapping generation model quantifying a decrease of the natural real interest rate in the range of — 1.7 and – 0.4 percentage points in the euro area between 1990 and 2030 due to demographics alone. Two channels contribute to this downward impact: the increasing scarcity of effective labour input and the increasing willingness to save by individuals due to longer life expectancy.

Sustainable urban mobility in the EU

Sustainable urban mobility is one of the main challenges facing cities in the EU and a matter of concern for many citizens. In 2013, the Commission issued an urban mobility package and provided more funding for clean urban transport with the aim of making it more sustainable. On the basis of audit work at the Commission and eight different cities in Germany, Italy, Poland and Spain, the European Court of Auditors found no indication that EU cities are fundamentally changing their approaches and that there is no clear trend towards more sustainable modes of transport. This report presents its findings and recommendations.

Galileo-based applications for Covid-19 response

Here you will find a list of Global Navigation Satellite System (GNSS) based applications that may be useful in response to the COVID-19 outbreak. These apps can help to map, track, and tackle the spread of the disease. They can help, for example, public authorities understand the dynamics of the outbreak or they can help the public in its everyday life by enabling, for instance, to check how long supermarket queues are, so that one can avoid peak times. The list has been compiled by the European GNSS Agency.

12 finalists for EU Datathon 2020

Out of the record-setting 121 proposals for applications using open data from the EU institutions, agencies and bodies, submitted for this year´s EU Datathon, the jury has preselected the 12 teams for the finals.


Looking at the origin of the shortlisted teams, they stretch across Europe and beyond. Now the teams have time until October to develop a marketable application. The applications will be presented during the European Week of Regions and Cities in Brussels where a jury, composed of experts, will announce the winners. The prize-giving ceremony will also include a public-choice award sporting two tickets for this year’s Web Summit in Lisbon.


EU Datathon 2020 is organised by the Publications Office in close collaboration with the European Commission’s Directorate-General for Regional and Urban Policy that will make the event a highlight of this year’s European Week of Regions and Cities.

Benchmarking study on language editing in an international and multilingual environment

This study, carried out by external researchers, aims to identify and review relevant language-editing services deployed by other international multilingual organisations in the field of non-legal publications, and to benchmark the proofreading and language-editing model of the Publications Office vis-à-vis relevant market practices.

 

The final report confirms the position of the Office as a reference multilingual service provider when compared to relevant market practices and other international institutions with multilingual requirements such as the UN (Geneva), the World Trade Organization, the Belgian Official Journal, the information portal of the government of Luxembourg – ‘Guichet.lu’ – and benchmarked leading multinationals.
