Spotlight on the White Paper on the Future of Europe and the 60th anniversary of the Rome Treaties Sixty years ago in Rome, the foundations were laid for the Europe that we know today, ushering in the longest period of peace in recorded history in Europe. The Treaties of Rome established a common market where people, goods, services and capital could move freely, and created the conditions for prosperity and stability for European citizens.
On this anniversary, Europe looks back with pride and forward with hope. For 60 years a Union has been built that promotes peaceful cooperation, respect for human dignity, liberty, democracy, equality and solidarity among European nations and peoples.
To mark this occasion, the Publications Office presents the European Commission's white paper focusing on the possible directions for further development of the European Union and a selection of products containing some highlights from the history of EU integration. |

The White Paper looks at how Europe will change in the next decade, from the impact of new technologies on society and jobs, to doubts about globalisation, security concerns and the rise of populism. It spells out the choice faced by Europe: being swept along by those trends, or embracing them and seizing the new opportunities they bring. The White Paper sets out five scenarios, each offering a glimpse into the potential future state of the Union depending on the choices Europe makes.

Decision- and law-making in European integration
The European Council and the Council of the EU are two key players in the EU’s decision-making process. Each has its own distinct role in the EU’s institutional architecture, even though politically and administratively a close organic relationship exists between both institutions. Both bring together representatives of the Member States. This booklet traces their origins and evolution through the EU treaties. It explores how they both played a decisive role in European integration and how their history reflects that of the EU as a whole: its policies and ambitions, its crises and progress.

Volume I: Investigating causes and extent
Volume II: Evaluation policy impact
This study focuses on the contribution that vocational education and training can make to reducing early leaving from education and training. Published in two volumes, the first one is dedicated to understanding better the learning pathways of young students, providing measurements of early leaving in vocational education and training, and understanding its role in breaking the vicious cycle of early leaving and unemployment. The second volume reviews measures to tackle early leaving from education and training, either by preventing learners dropping out and/or by bringing those who have already left back to education and training.

Effects on the EU–US relationship: in-depth analysis
This publication provides an overview of issues where US policy may change sharply during the next 4 years and what this may mean for the EU. Less interventionism, less commitment to NATO and a retreat from trade liberalisation could be central to Donald Trump’s presidency. In order to mitigate these risks, the EU must entrench existing cooperation with the US before trying to enhance it.
