Enhancing early warning with contextual data for informed decision making

The coronavirus disease 2019 (COVID-19) pandemic event has shown how communicable diseases can spread faster and further than ever before because of globalisation. The early detection of threats plays a crucial role in reducing their impact. It is essential to combine alert systems with contextual information to trigger adequate measures that may prevent or mitigate the risk in a timely manner. This report illustrates how early warning and rapid assessment activities can be supported by the systematic collection and analysis of publicly available information from official sources and the media. This report is a vision paper that, after showcasing recent developments, provides an insight into how to improve early detection tools for better decision-making in the context of an integrated process for risk management based on collaborative efforts. The effective management of data, information and knowledge is a critical challenge. Yet, existing knowledge remains scattered, and the generation of new knowledge is still an uncoordinated effort. Although some institutions have effective knowledge management strategies, knowledge is not always shared among them. The multiplicity of information sources/providers, systems, repositories and databases is costly, and it undermines the quality, timeliness, interoperability and traceability of data, resulting in duplication and inconsistency.
