This impact assessment support study considers the impact of proposals for revision of the plant and forest reproductive material (PRM and FRM) legislation. The legislation applies to production for marketing purposes and the marketing of PRM and FRM within the Union. It consists of 12 Directives. The study considers the problem definition, case for EU action, objectives of policy intervention and baseline scenario. It assesses the potential impacts of three options, each including variations on up to 19 specific measures, being proposed by DG SANTE. The assessment was informed by desk research, an open public consultation, targeted surveys, interviews, case studies and focus groups. The assessment results are presented by impact type. A comparison of the options is undertaken through consideration of the effectiveness of each option in delivering the objectives, the efficiency of each option using multi-criteria analysis, and qualitative review of the coherence with other initiatives. General conclusions are provided as well as a proposed monitoring plan.
