This document forms the Final Report of the Impact Assessment (IA) Support Study for the Revision of Directive 2005/44/EC on Harmonised River Information Services (RIS). This IA study, which ran from February 2022 until February 2023, was awarded by the Directorate-General for Mobility and Transport (DG MOVE) of the European Commission to a Consortium led by Ramboll Management Consulting along with Panteia, Transport & Mobility Leuven and individual subcontracted experts. This study aimed to support the Commission in identifying and analysing different scenarios (i.e. policy options) for the possible revision of the RIS Directive. Methodologically, the study followed the IA process, set out in the Better Regulation Guidelines Toolbox, of which stakeholder consultation activities were conducted to gather primary data in relation to each step of the IA process. This included interviews, two expert groups, two stakeholder workshops, a Public Consultation and two online surveys.
