He Mayor's Office for Policing and Crime (MOPAC), as the contracting authority, is tendering for the supply and delivery of First Aid and Pharmaceuticals, Emergency Life Support and Training Equipment and Associated Products to multiple locations throughout the United Kingdom (UK). Authorities eligible to call off from this framework include the Metropolitan Police Service (MPS), elected local policing bodies, other police authorities for UK police forces and the Fire and Rescue Service.
The Authority/MPS is seeking through this tendering process to set up a supply framework with a suitably capable Contractor to provide these Goods and Services for a period of 48 months from contract award. It is anticipated that the commencement date of this contract will be December 2013.
The framework will be awarded to a single supplier to provide a mixture of brand and non-brand; First Aid consumables including miscellaneous First Aid items, Pharmaceuticals and related products and Emergency Life Support Equipment. The supply of goods is required to multiple locations throughout the UK through a mixture of courier service and weekly deliveries to various depots.
The MPS has historically tendered for this requirement as a single Authority, spending on approximately 950 000 GBP in 2011/12. This framework will be open to elected local policing bodies, other police authorities for UK police forces and the Fire and Rescue Service of which the MPS represents approximately 25 % of national Police expenditure.
Any reference to indicative spend figures is not guaranteed and potential purchasers named in the OJEU notice and this PQQ are under no obligation to call off from this framework.
The successful Contractor will be required to demonstrate a wide network in relation to both second tier supplier relationships and extensive distribution capability across the UK.
The contract/s will be open for all other UK police forces and emergency services.
The Contracting Authority intends to conclude a framework agreement for goods and the supply of goods on behalf of itself and other UK public sector bodies (and their statutory successors and organisations created as a result of re-organisation or organisational changes). These will include: the Mayors Office for Policing & Crime (MOPAC) established in January 2012; a police authority established under section 3 of the Police Act 1996; a police authority established under section 2 of the Police (Scotland) Act 1967; the Northern Ireland Policing Board, the Greater London Authority or a functional body within the meaning of the Greater London Authority Act 1999; a fire authority constituted by a combination scheme under the Fire Services Act 1947; a fire and rescue authority within the meaning of section 1 of the Fire and Rescue Services Act 2004 or constituted by a scheme under section 2 or 4 of that Act.
The framework will also be open to be accessed by the following contracting authorities.

Options.
The Metropolitan Police Service (MPS) and other UK police forces, emergency services, authorities and chief constables (‘Participating Bodies’) may wish to call off services from this framework on a non-exclusive basis.
