Merseyrail Electrics 2002 Ltd ("Merseyrail") is looking to appoint a supplier to survey, design, supply and install LED Lighting and associated smart control technology such as daylight intensity activation sensors and motion activation dimming sensors to 60 surface train stations including all public areas, back-of-house and staff only areas. The successful bidder will also be expected to dispose of the existing conventional fittings.
As part of an on-going Environmental initiative to reduce Merseyrail’s Carbon Footprint and present Energy Consumption, and following some successful comparative trial work at Spital, Conway Park, and Southport concourse, Merseyrail now intend to move forward to convert all the remainder of the Station Lighting systems at 60 Surface Stations from the present conventional luminaires to the most efficient low energy white light type LED luminaires, together with the associated fitment of the most energy efficient and robust Solar Time Clock’s, Master Override’s, Curser Time on Switches, PIR Detection in non-Public areas, and PIR Detection with power reducing controls in Public and Platform areas.
The works are to comprise the retro-fitting of existing lanterns, where there is currently a mixture of various fluorescent tube fittings and halogen lamps, with alternative low energy LED lamps and luminaries at each location and the retro-fitting of existing control systems with new additional energy reduction controlling smart technology fittings and switch gear. It is not envisaged that any renewal or upgrading of existing lanterns, columns, or cable routes will be required at any site as the existing conventional lamp casings and supporting infrastructure will be utilized. Requirements at each station may vary.
It is anticipated that the installations will be undertaken in normal working daytime hours, between the hours of 9:30am and 3:00pm (outside peak time commuting hours when the pedestrian density of station usage is generally lower). There may be a requirement to work outside these hours, i.e. evening and weekends if the roll out programme requires this. It is envisaged that at least 8 stations per month would be completed by the successful bidder with the survey element commencing March / April 2012.

Department for Trade (DFT) Guidance – Code of Practice Version 1 July 2008.
Network Rail Standards – RT/ENGP/06/22 (or latest equivalent document).
Please note, Merseyrail are hoping to benefit from the Governments tax incentive regarding this procurement therefore, the specifications that will be provided in detail at tender stage, for the lighting and associated smart control technology, must meet the Revenue and Customs eligibility and performance criteria.
