The evaluation exercise which this report covers is the first of its kind to be organized by the Commission. The report is the work of six external experts who spent eight months evaluating the Community’s solar energy and energy conservation R & D subprogrammes which form part of the Community's first energy R & D programme (197579). On the basis of certain established criteria, the evaluation team have assessed the scientific and technical quality of the research undertaken in these two areas, the effectiveness of the management of the programme and the potential contribution of the results of the research to progress in these two areas of research, to Community sectoral policies and to the socioeconomic development of the Community in general. The report concludes with a number of practical recommendations for improvements for subsequent Community research in these two fields.
