This support study provides the European Commission with further analysis and evidence of the potential for cross border rail services to (i) achieve the milestones and targets of the European Green Deal and (ii) implement actions 19 and 24 of the sustainable and smart mobility strategy. The focus of the support study is on cross-border rail freight transport. It necessarily includes analysis of other rail transport services (i.e., cross-border passenger services) from the perspective that their operation influences rail freight. In addition, the scope of the support study includes planning and operational practices of stakeholders other than the infrastructure managers, notably railway undertakings, as well as terminal operators and economic operators that are customers of rail services. The Commission has already produced a report on the application of Regulation (EU) 913/2010 in 2018, followed by its evaluation in 2021. The conclusions of the evaluation were that there had been limited use of the rail freight corridor structures and a general failure to attain the goals of the Regulation. It is worth noting that when more capacity became available to freight during the COVID-19 pandemic it was confirmed that there is unexploited potential for cross-border rail freight. The evaluation found that the Regulation contributed to the objective of improved cooperation, but to a lesser extent to the objective of increasing the competitiveness of rail freight in the multimodal transport system. Rail freight corridors provided a basis for initiatives aiming to remove technical and operational bottlenecks, modernise timetabling and better predict train arrival times. Given the evaluation outcomes, the support study primarily focusses on the problems related to the services that rail infrastructure managers provide to the operators of rail freight in order to grant them access to rail infrastructure. These services include: (i) infrastructure capacity management and allocation, which comprises all the activities to prepare the operation of freight trains; and (ii) traffic management, which refers to the operational management of rail traffic on the network based on the timetable.
