European maritime transport is currently disadvantaged compared to other transport modes, as it carries a significantly higher administrative burden. The reporting procedures that can be observed in the sector stand in contrast with fundamental objectives of the European Union (EU), such as free trade and movement of people. The European Commission (Commission) has introduced two Directives that are interlinked. The Reporting Formalities Directive (RFD 2010/65/EU) aims at making the maritime transport sector more competitive overall by reducing red tape through simplification and harmonisation of the reporting procedures. The Directive on Vessel Traffic Monitoring and Information Systems (VTMIS 2002/59/EC) establishes an EU-wide vessel traffic monitoring and information system for the receipt, storage and exchange of data on ships' movements, dangerous and polluting cargoes and on accidents and incidents. This study investigates how successfully these two Directives have been implemented through the identification and measurement of the effects experienced by all stakeholders involved. The VTMIS 2002/59/EC has largely met its objectives. However, it was found that instead of making the reporting process easier, failures in the implementation of RFD 2010/65/EU have led to additional burdens for industry as well as more complex reporting structures. Not enough has been done in the EU to achieve a successful implementation of RFD 2010/65/EU, and in particular, the national single window (NSW). However, the aims and objectives of RFD 2010/65/EU and VTMIS 2002/59/EC are still considered relevant across the range of stakeholders consulted. Renewed efforts would however be required in order to bring these stakeholders together to collaborate towards a fully harmonised and simplified environment for handling maritime reporting formalities in Europe.
