Eunomia Research & Consulting (Eunomia) has been commissioned by DG Environment of the European Commission to further develop the European Reference Model on Municipal Waste Management and undertake additional analysis and reporting. This project, entitled ‘Further Development of the European Reference Model on Waste Generation and Management’, is multifaceted and builds on previous work undertaken by Eunomia under the following two contracts: - ‘Development of a Modelling Tool on Waste Generation and Management’;1 and - ‘Impact Assessment on Options Reviewing Targets in the Waste Framework Directive’.2 These projects have all been delivered under Eunomia’s framework contract with the European Commission on ‘Technological, Socio-Economic and Cost-Benefit Assessments Related to the Implementation and Further Development of EU Waste Legislation’. The current project brings together a number of strands of work which included the following: 1) Improving the usability of the European Reference Model on Municipal Waste Management (from now on referred to as the Municipal Waste Model) by developing a user interface and a number of additional integrated tools; 2) Providing training and support to help the European Environment Agency (EEA) and European Topic Centre on Waste Management and the Green Economy use the model; 3) Using the Municipal Waste Model to analyse three policy scenarios and to review how sensitive the model outputs are to changes in key input assumptions; 4) Developing a standalone C&D model; and 5) Producing summary reports for individual Member States. Given the varied objectives of this contract the structure of this Final Report does not follow a clear narrative as is typical of other studies. Instead, the results have been presented in a manner which is best suited to the Commission’s needs and their plans for disseminating the findings.
