The Clean Vehicles Directive (CVD) aims to stimulate the market for clean and energy-efficient vehicles by requiring various public bodies to take account of lifetime environmental and energy impacts when purchasing road transport vehicles. These requirements oblige contracting authorities, contracting entities and transport operators charged with public service obligations (Article 5(1)) to take into account at least: energy consumption and lifetime emissions of carbon dioxide (CO2), nitrogen oxides (NOX), non-methane hydrocarbons (NMHCs), particulate matter (PM) and energy consumption in purchases of road transport vehicles (Article 5(2)). The Ex-Post Evaluation of the CVD1 pointed out that the Directive has had limited impact and should be revised. The present study was commissioned to support the Impact Assessment of the proposal to amend the Clean Vehicles Directive.
