This project identifies a wide variety of product groups which have a high potential in terms of circularity and the extent to which existing policies and legal instruments address this potential at the EU level. It then identifies best practice in EU Member States and outside the EU and presents potential options for improving the contribution of the EU product policy framework to circular economy. The potential of the presented options is estimated in carbon benefit terms. While the EU product policy framework as it stands supports some aspects of the Circular Economy, and new legislation and initiatives are addressing circularity in a more systematic fashion, coverage remains somewhat fragmented overall. The study concludes that a more circular economy can only be made fully effective through a more integrated approach, using a variety of complimentary policy instruments to deal with market failures on the supply side and the demand side; ensuring that the lowest quality items cannot be placed on the EU market through minimum Eco-design requirements, incentivising production of more circular products through EPR, improving reuse and waste management activities and creating strong markets for more circular products and recycled materials, for example through better product labelling and mandatory GPP.
